English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a latest study of municipal councils, English councils are planning to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase local levies next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of children and adults needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (IMD) covering English councils, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey revealed.
